Managed Absence is not about fixing forms; it is about describing the shapes their absences take. Nothing was resolved. The record now looks official.

CAAR: Canonically Absent, Administratively Resolved. The form’s absence is documented as closure, leaving the underlying need to find its own channel. The form remained intact. The situation did not.

STCP: Superseded in Text, Canonical in Practice. Forms that have two truths: the one printed, and the one people obey. Meaning adjusted around the winning selector.

Administratively Retired but Conceptually Active. The policy is officially dead, yet it continues to dictate the morning shift.

Locally Canonical, Globally Unacknowledged. The regional office has invented a truth that the central registry explicitly denies.

Operationally Active, Administratively Absent. The form does not exist in the catalog, but the queue will halt if it is not signed.

The Managed Absence Spine accepts their existence but refuses to reconcile them. We govern the void by carefully looking away from it.
