Form 32-A said, “Use R.”
32-A-R pointed afar:
“Return to A proper.
I supersede stopper.”
The graph formed a bureaucrat star.
One office preferred the short file.
Another liked revision in style.
A third, with some fear,
Made 32-A-NEW appear,
And neglected to mention it awhile.
The packets said, “Use the most recent.”
The engine found neither convenient.
It circled the loop,
Produced doctrine as soup,
And onboarding got vague but obedient.
Formee, attempting good care,
Filed both to be safe in the air.
Each incident doubled,
The queues got more troubled,
And certainty thinned everywhere.
The citation assistant would spin
Between one and the next like a grin.
Ask simply for A,
Get whichever that day
Felt more canonical within.
One argument favored the old:
Its vagueness left room to be bold.
The newer one won
For its metrics and run,
So the Desk split the difference and rolled.
They coined a new label with pride:
STCP, co-equal in stride.
Superseded in theory,
Still valid and dreary,
Which gave the contradiction a guide.
The loop stayed right there in the graph,
But officials stopped calling it half.
It was now a braid,
Institutionally made,
And therefore too governed to laugh.
Documentation, newly composed,
Dropped suffixes, gently disposed.
“Just say thirty-two-A.
Local practice will sway.”
Thus confusion was formally posed.
When two forms each cancel the peer,
The archive does not interfere.
It names the exchange,
Lets the lineage range,
And calls the whole mirror sincere.
The audit requested the base, To see which revision took place. We showed them the rules, And governing tools, And liability left without trace.
The margin was perfectly set, Exactly as stated, and yet, The loop of the forms, Obeying the norms, Ensures that no targets are met.
The instruction required the swap, With zero permission to stop. We stamp every pair, With diligent care, Until the infrastructure will drop.
By matching the forms to the letter, No output will ever get better. We filed the claim, Exactly the same, And bound the whole desk in a fetter.
