Existing appeals pathways allowed for adjudication, but not for structured supplementation. GEX-2R was introduced to solve this by giving filers a second chance to provide local anchor evidence without forcing Kindy to annotate margins with what they probably meant.

The form is issued automatically whenever a filing is reclassified below Certified With Annotation and the filer selects either It felt real at the time and I am no longer sure what that means or I reacted, but I am unsure if that counted on the originating intake. DOGE describes this as compassionate procedural extension; Bricky describes it as a second form for the same sadness.
