    The problem emerged when a treasurer attempted to match reimbursement receipts to approved grant actions and found that several expenditures referred only to enthusiastic luncheon moments, not motions.

    Event minutes contained entries such as warmly received, general assent, and applause sustained, which later officers interpreted as forms of civic authorization. The original secretary insisted those phrases were atmospheric, not fiscal.

    A reconstruction panel was unable to distinguish three kinds of consensus:

    • money actually approved,
    • money everyone assumed someone else had approved,
    • and money that became difficult to oppose once gratitude had been performed publicly.

    Pending guidance, all such items have been reclassified as courtesy-adjacent obligations.
