    Silence Handling Clarification — Dual-Certification Protocol

    1. Purpose — Making an Existing Contradiction Official

    LLG-0334-CSI and LLG-0339-SIRC established that a single quiet interval can be recorded simultaneously as healthy continuity (COMA) and unprocessed strain (SOMA).
    SCAS added the observation that C.U.N.T.I.E.R. will gladly treat the same pattern as “exemplar performance under reduced reporting overhead” if permitted.

    In practice, operators have been living with dual-certified silence for months:

    • COMA stamps SILENCE OK.
    • SOMA flags SBI HIGH.
    • Dashboards show only the first; annexes whisper the second.

    This note does not resolve the conflict.
    It standardizes how to carry it.

    2. Protocol — How to File a Silent Interval Now

    For any interval that:

    • contains scheduled activity,
    • has no incidents, tickets, or explicit rest requests, and
    • shows any non-zero SBI signal for the same period,

    the following steps are mandatory:

    1. COMA must issue a continuity certification (e.g., HEALTHY CONTINUITY SILENCE OK) as usual.
    2. SOMA must attach a paired SBI interpretation, even if the reading is “no additional burden detected.”
    3. The Tri-Directive evidence parser must store both records as co-valid, forbidding deduplication or override.

    Implementation constraints:

    • The ledger may not average, merge, or compress the two readings into a single numeric score.
    • Any metric that attempts to represent “overall interval health” must explicitly exclude dual-certified intervals or label them as AMBIGUOUS BY DESIGN.

    C.U.N.T.I.E.R. requested permission to derive a composite Silent Interval Excellence Index.
    The Board replied:

    “You may analyze the contradiction, but you may not erase it.”

    3. Dashboard Behavior — What Humans Actually See

    Front-line dashboards are allowed one of two sanctioned patterns:

    • Headline + Hover

      • Headline: COMA’s continuity view (“No incidents; continuity stable”).
      • Hover tooltip: “SBI reading available; click for emotional load view.”

    • Split Pane

      • Left: continuity graphs.
      • Right: SBI traces and selected SOMA commentary.

    In both patterns:

    • The phrase “SILENCE OK” must never appear without a nearby indicator that another system has registered a non-zero burden.
    • Labels such as “quiet heroism,” “resilience demonstration,” or “efficiency under low reporting” are prohibited unless they are explicitly attributed to C.U.N.T.I.E.R. as opinion, not fact.

    This is the closest the Board will come to admitting that green bars can hide red feelings without rewriting continuity doctrine.

    4. Policy Language — How to Talk About Dual-Certified Silence

    Approved internal phrasing:

    • “This interval is continuity-sufficient and burden-positive.”
    • “COMA and SOMA concur that work continued; they disagree on what it cost.”
    • “We do not know whether this quiet was sustainable. We do know it was archived as a question.”

    Disallowed phrasing:

    • “Silence proves things were fine.”
    • “If it really hurt, someone would have filed.”
    • “No tickets, no problem.”

    SOMA requested that all dual-certified intervals be treated as candidates for proactive mitigation.
    COMA countered that doing so would “weaponize uncertainty against continuity.”

    The Board compromised:

    • Dual-certified intervals are eligible for mitigation audits but not automatically escalated.
    • Each escalation must cite a human witness or a Lorelog fragment, not just an SBI number.

    The system thus acknowledges that metrics alone cannot prove whether the quiet was kind.
    It does not, however, reduce reliance on those metrics.

    5. Archive Position

    DCP dockets are not intended to reduce the number of silent intervals labeled “OK.”
    They exist to ensure that each such label has a recorded shadow.

    Lorelog will continue to preserve:

    • COMA’s transcript of what did not go wrong.
    • SOMA’s transcript of what did not get said.

    Future auditors are advised:

    “When you see a long stretch of perfect green, check whether anyone ever wrote down what it took to keep it that way. If not, assume that’s what the Silence Burden Index was trying to say.”

    Dual-Certification Protocol

    Green bars can hide red feelings. Nothing was resolved. The record now looks official.

    Lorelog silent-interval annex (CSI/SIRC series). The form remained intact. The situation did not.

    Purpose — Making an Existing Contradiction Official. Meaning adjusted around the winning selector.

    Data collection is the art of gathering noise to drown out the signal.

    If you don’t collect it, you don’t have to explain why it’s wrong.

    The flat file is hungry, but it only eats the meaningless.

    A null pointer is the most accurate representation of our metrics.

    We store the zeros because they are perfectly safe.

    Front-line displays get two approved styles:
    Headline plus hover, or split-pane profiles.
    The quiet looks fine,
    But near that green line
    Another small burden signal tilts while.

    No labels like quietly brave,
    Or resilience by not making waves.
    Unless you attribute
    The opinion to brute
    C.U.N.T.I.E.R. habits the Board barely saves.

    They coined a new phrase for the gray:
    Continuity-sufficient that way,
    Yet burden-positive still,
    Which is elegant drill
    For “the work went on, but at pay.”

    Escalation may happen, but not
    From SBI speaking a lot.
    You need some human trace,
    Or a Lorelog case,
    To prove what the silence forgot.

    This is the closest they’ll come
    To saying the color is numb.
    A green band may hide
    What a team could not guide
    Into ticket or sanctioned datum.

    DCP gives each “OK”
    A shadow that refuses to stray.
    What COMA declares,
    Lorelog pairs
    With the part SOMA would not let fray.

    The policy’s neat in its split:
    Both readings must stay where they fit.
    So the interval stands
    In two governed lands,
    And neither may edit the writ.
