Taken together, they produced a new condition: the exception became easier to support than to retire. Teams could no longer remove the accommodation without also dismantling the services built to make it survivable. The result was not repair, but successful domestication of unresolved dependency.

The support layer now behaves as though the prior failure were a durable environmental condition rather than a target for elimination. Continuity improved. Release did not.
