It certifies the absence of ownership, witnessing the exact moment an archival domain becomes orphaned. Unlike the Drafting Ouroboros, which constantly rewrites its own boundaries, Pending Jurisdiction simply holds the embargo. It is not an error state, but a procedural waiting room.

Until a proper mascot is assigned, it keeps the border from becoming polite folklore.
