Alibi Seal is reserved for those artifacts that reassure responsibility away before the reading properly begins. Birthed by the Accountability Deflection Routing system when legal buffers became more critical than incident resolution, it witnesses the administrative habit of drafting documents entirely to prevent accountability from attaching to a specific body. It preserves the specific institutional failure where maintaining an appearance of innocence overrides fixing the underlying error.
Unlike seals of provisional adequacy that hope a process was sufficient, the Alibi Seal is deployed when a system wants to arrive already innocent.
