Ribbon Latency
Ribbon Latency is reserved for those public completions that occur once the private improvisation is already over. It witnesses the awkward temporal gap between when a system becomes functional and when it is officially permitted to exist.
The scissors remain symbolic. The timing does not.
Distinction
Ribbon Latency is often confused with Time Dilation, but the difference is structural. Time Dilation stretches the experience of the event itself; Ribbon Latency only delays the ceremonial acknowledgment. It is not that the opening was slow, but that the permission to celebrate it was lost in the bureaucratic transit layer.
