Hover Parish is reserved for systems that relegate honesty to the hand steady enough to seek it.
It preserves the Failure Signature of hidden context—where critical truths fail to surface in the primary UI, requiring deliberate, physical proximity (the hover state) to be witnessed.
Distinction: It is not the Modal Pop-up (which aggressively demands attention), but rather a quiet, secondary revelation that only yields its evidence to those who accidentally pause in the right place.
