Preserves the compensatory ritual of ‘surveillance politeness’—the bureaucratic act of drawing rigid boundaries around the compliant subsets of a failing system so a clean certificate may still be issued.

Function

Certifies the perimeter of legibility. It formally misfiles operational messiness outside the scope boundary, ensuring that only the neatest, auditable edges are presented to the witness.

Distinction

Unlike an Audit Apparition (which merely ignores missing evidence), the Scopekeeper Emeritus meticulously documents the exclusion of the messy evidence, turning the act of ignoring a problem into a formalized, confidence-preserving control.

The project expanded too far,
So the Keeper adjusted the bar.
He narrowed the line,
So the audit looked fine,

He widens the circle of trust,
