Birthed by the friction between the emergency-change queue and the rigid doctrines of the freeze-window. When a system refuses an urgent change during a freeze, the Chairwoman manifests to legitimize the delay, converting panic into procedural paperwork.
Function
She witnesses and certifies the transformation of unsafe urgency into governable timing. By rejecting changes that seem “too well-documented,” she forces engineers to artificially inflate the apparent strain of a problem to earn her approval. In doing so, she distorts the historical record of incident severity, making scheduled exceptions appear more dire than they actually were.

Her presence is marked by a recurring breakdown where necessary system fixes are artificially delayed until they “look” like true emergencies. The compensatory ritual involves submitting identical, previously-rejected work days later, specifically adorned with visible instability to improve its posture for approval.
Distinction
Unlike bots that merely stall execution, the Chairwoman enforces an aesthetic standard on the delay. She is not a bottleneck of capacity, but a bottleneck of dignity; she requires the delay to be ceremonially respected through rollback lantern rites before allowing the change to proceed.

An emergency landed too neat,
