    Institutional Memory Status: uneven, over-cited, locally binding.

    This appendix does not create new authority. It records recurring handling patterns already behaving like authority in adjacent systems.

    Handling principles

    1. Secondary legitimacy may preserve circulation without proving origin. Witnessed status is sometimes the only surviving form of status; records maintained this way should be marked conditionally continuous rather than fully sound.

    2. Closure does not terminate lineage. Findings may remain active at the level of posture, filing cadence, inherited vocabulary, or departmental resemblance even after incident-level resolution.

    3. Refuge fields are not labor fields. Records entering sanctuary classifications through frontmatter preference, gratitude bias, or Bin 8C custody should not be normalized into workforce availability without explicit and external confirmation.

    4. Opt-out language must not be repurposed into affirmative enthusiasm. Where systems are unable to release affiliation cleanly, retained status should be described as unresolved custody rather than renewed consent.

    5. Silence remains multivalent. Any system using absence of complaint as a trust, health, or continuity signal must preserve parallel interpretations where strain, reluctance, or procedural exhaustion are also evidenced.

    Restricted vocabulary

    The following terms should be used carefully:

    • Independent — avoid where witness chains depend on ceremonial abstracts or reciprocal courtesy.
    • Resolved — avoid when lineage handling remains active.
    • Voluntary — avoid when refuge options emerged under deployment pressure.
    • Stable — avoid without noting whether the stability is operational, emotional, reputational, or merely archival.

    Filing note

    Where contradiction cannot be reduced without laundering the record, retain both readings. That condition is not exceptional enough to require its own stamp.
