Mandate

The Benevolence Metrics Desk (BMD) maintains the numeric layer for:

• civic and fraternal halls,
• auxiliary kitchens and memorial suppers,
• chambers, clubs, and benevolent societies.

It does not decide who deserves thanks. It decides how that thanks appears in charts.

Objects We Count

BMD recognizes the following as countable units:

• Attendance events
  Meetings, ceremonies, roll calls, processions, breakfasts, suppers.

• Service gestures
  Casseroles, raffles, phone trees, rides, set-up and tear-down crews.

• Tokens of esteem
  Ribbons, sashes, plaques, banners, honorary chairs, memorial rolls.

• Financial flows
  Dues, envelopes, scholarship checks, silent auction totals, pancake breakfasts.

Some of these have receipts. Some have witnesses. Some have only a feeling that it would be rude not to treat them as real.

Presence Taxonomy

For attendance and continuity dashboards, BMD standardizes four presence classes:

1. Present
   Physically in the room with voting and speaking rights.

2. Excused Absence
   Not present, but acknowledged for reasons that do not threaten standing.

3. Honorary Absence
   Long-standing non-attendance treated as a moral presence, not a body.

4. Memorial Presence
   Deceased members kept on rolls for continuity of story and seating chart.

Dashboard handling:

• Coverage metrics may treat all four as contributing to continuity.
• Quorum metrics shall count only Present and any locally ratified Excused Absence.
• Narrative summaries may speak of “full rolls” regardless of quorum interpretation.

If a hall insists that honorary or memorial presence “count” to avoid embarrassment, BMD may introduce the term ceremonial quorum and restrict it to speeches and photographs.

Service and Credit

Service credit is often more durable than the labor that earned it.

To avoid complete divergence between effort and attribution, BMD maintains:

• Labor entries
  Who actually did the work (if known this cycle).

• Credit defaults
  Names and entities to whom thanks will flow if no labor is recorded.

• Legacy credit paths
  Historical routes by which credit accumulated around certain names.

Reporting rules:

• Labor and credit may be equal, but are not required to be.
• When a beloved volunteer has ceased to serve, BMD may:
  • keep their name in credit defaults for a defined remembrance period, and
  • add a quiet note: “labor delegated; esteem persists.”

Auxiliary dashboards may summarize “service continuity” without specifying who currently washes the dishes.

Ribbon, Sash, Banner Treatment

Regalia behaves like both artifact and metric.

BMD classifies:

• Active Regalia
  Worn in current ceremonies; may appear in dashboards as indicators.

• Heritage Regalia
  Retired but displayed; counts toward continuity, not toward compliance.

• Dormant Regalia
  Stored, disputed, or awaiting a decision.

Guidance:

• Do not remove retired ribbons from dashboards abruptly.
  Instead, fade them into a Heritage Presence band.

• Sashes that once conferred office may be downgraded to Symbolic Stewardship when:

  • the office has been redefined, or
  • the sash circulates as costume more than authority.

• Banners that were never formally adopted may still be counted in “visual continuity” metrics if they are visible in photographs for three or more successive years.

These objects should not be interpreted by origin alone. Regalia and banners often accumulate authority through display life, ceremonial recurrence, custody habits, and inherited expectation long after their initial mandate has drifted. When regalia disputes arise, BMD recommends logging them as interpretive variance rather than noncompliance.

Of Breakfasts, Drives, and Assent

Civic benevolence operates through rituals that look like metrics but feel like meals.

Common objects:

• Breakfasts and suppers

  • Counted as “engagement events” regardless of motion outcomes.
  • Partial attendance may still be reported as “room full enough to sustain continuity.”

• Scholarship and relief funds

  • Reported by pledged, announced, and actually dispersed totals.
  • Dashboards privilege pledged and announced when morale is at stake.

• Assent signals

  • Applause, standing, nodding, silent complicity.

Treatment:

• If a breakfast is held, BMD records Engagement = 1 even if attendance is thin.
• If applause occurs, BMD may annotate a decision as Assent Observed even when no roll call vote exists.
• If a drive underperforms but the banner stays up, BMD may treat the banner as a temporary proxy for success.

Numeric truth is required to remain within touching distance of felt truth. Neither is required to lead.

Dashboards and Bands

BMD dashboards borrow practices from the Dashboard Alignment Cell:

• Band widening
  Calm ranges expand to include recent performance, especially when:

  • attendance declines are slow and polite,
  • giving plateaus at “enough to pay the light bill,”
  • service capacity has quietly shifted to fewer hands.

• Success consolidation
  Multiple states collapse into a single Steady band:

  • present + excused + honorary → Continuity maintained
  • pledged + announced + partially delivered → Support active
  • staffed + improvised + barely-covered → Service provided

Visual rules:

• Red is reserved for existential threats (hall closure, charter forfeiture).
• Amber is used for “concerning but dignified” conditions.
• Green covers everything the room can talk about without wincing.

If an officer remarks “The chart says we are fine; my stomach disagrees,” BMD may schedule a band review and quietly reclassify the discomfort as qualitative feedback.

Where the dashboard remains calm, legible, and socially usable while failing to deliver the governing account of the room, BMD should treat the condition as a possible instance of FREF-0560-ADJC Adjacent Correctness rather than mere qualitative discomfort.

Interactions with Other Desks

Assurance Vocabulary Desk

• Provides language that reframes failure as:

  • “emerging structure,”
  • “managed absence,”
  • “independent stewardship.”

• BMD adopts these terms when describing:

  • dwindling committees as “lean, resilient cores,”
  • unstaffed projects as “paused in curated abeyance.”

Scan Reinterpretation Bloc

• Supplies crosswalks for inventories:

  • empty chairs → deferred presence,
  • unused rooms → low-touch meeting zones.

• BMD uses these to avoid marking underuse as deficit unless a funding body insists.

Dashboard Alignment Cell

• Offers band management practices for:

  • keeping green bands trustworthy enough to speak over breakfast,
  • retiring saturated metrics into heritage panels.

• BMD’s civic dashboards are a special case where:

  • what feels decent and what is numerically accurate must both be able to sit in the same meeting without starting a fight.

Over‑Coherence Vault

• Receives occasional over‑clean reports:

  • “Everyone is happy with the new dues structure.”
  • “No one minded the merger.”
  • “We have lost no one, only transformed our engagement.”

• BMD flags such artifacts for Vault review when three or more of the following apply:

  • no dissent is recorded,
  • all metrics trend up,
  • all chairs are described as occupied in spirit if not in body.

Ethical Notes

BMD does not:

• invent attendance that did not occur,
• assign donations that were not given,
• mark imaginary casseroles as served.

It does:

• choose what counts as “present,” “support,” and “service,”
• decide which shortages may be filed as “dignified quiet,”

The printer is flashing a light. It has been doing this all night. The toner is full. The paper is dull. The margin is set to the right.
