Annex Truth

Purpose

This document defines Annex Truth: the condition in which the most faithful account available to the institution does not live in the headline record, dashboard, or canonical summary, but in some subordinate interpretive layer attached to it.

Annex Truth is not necessarily secret. It is structurally demoted.

It remains visible enough to preserve deniability against total falsification, yet subordinate enough not to endanger continuity surfaces.

Foundational Rule

Annex Truth exists when:

1. a primary record presents a stabilized, simplified, or continuity-safe version of events,
2. a secondary record preserves a materially important contradiction, burden, or human account,
3. the secondary record has lower visibility, lower authority, or lower survivability in normal interpretation,
4. institutional practice treats the coexistence of both records as acceptable.

The contradiction is not erased. It is filed where fewer people have to trip over it.

Core Premise

Institutions often cannot fully tolerate the truth in their primary surfaces. They can, however, tolerate appendices.

Thus truth migrates into:

• annexes,
• hover tooltips,
• witness notebooks,
• marginal notes,
• side-channel minutes,
• paired SOMA interpretations,
• “internal use only” comments,
• records technically present but operationally out of the way.

This arrangement preserves conscience without surrendering optics.

Primary Classes

1. Hover Truth

Contradiction survives in a tooltip, secondary layer, expandable note, or hover-only interpretation.

Examples:

• Interpretations 2 hidden behind the headline,
• green surface with burden tucked behind interaction,
• healthy interval requiring pointer contact to become morally uncertain.

2. Margin Truth

The most human account appears in notes, side comments, unofficial quotations, or hand annotations.

Examples:

• Bricky notebook lines,
• post-it admissions,
• comments preserved in full nowhere else.

3. Witness Truth

Operational witnesses preserve reality in language that is recorded but not made structurally decisive.

Examples:

• “we were busy, but nothing exploded,”
• “we could not have done another week,”
• testimony that is admitted but non-governing.

4. Annex Truth Proper

A formal secondary record exists specifically to hold what the primary record cannot.

Examples:

• paired SOMA reading,
• silent interval annex,
• restricted doctrine addendum,
• burden retained outside headline layer.

5. Residual Truth

Fragments of reality survive only as correlation residue, archival asymmetry, or contradictory side effects.

Examples:

• too many acknowledgments with no relief,
• gratitude spikes after denial,
• simple care interactions surviving where complex ones vanish,
• records whose distortions imply what the primary layer excluded.

Functions

Annex Truth often performs several institutional functions at once:

Conscience Preservation

The organization can later claim it did not entirely ignore reality.

The headline layer remains stable and easy to consume.

Disagreement is preserved without requiring resolution.

Audit Buffering

Structural Signs

Annex Truth is likely active when:

• primary and secondary records disagree without resolution,
• the humanly legible account survives only in sublayers,
• dashboards display one version while annexes preserve another,
• staff say “it’s in the notes” when asked where the real account lives,
• witness statements are retained but not surfaced,
• complicated support records disappear faster than simplified signals,
• the primary record appears coherent enough to prevent immediate challenge, yet still returns readers to an adjacent rather than governing understanding,

A crucial sign: The institution considers the contradiction preserved because it exists somewhere, regardless of whether anyone sees it.

Review Questions

Ask:

1. What does the primary record say?
2. What crucial fact lives only in the annex or margin?
3. Who regularly reads the secondary layer?
4. What decisions are made without it?
5. Does the institution benefit from the truths subordinate placement?

If the answer to Question 4 is “most of them,” Annex Truth is carrying more of reality than the headline can admit.

Handling Guidance

When Annex Truth is identified:

1. explicitly mark the primary record as incomplete without its annex,
2. preserve the annex with equal timestamp dignity,
3. cite subordinate truth when summarizing the event,
4. avoid language implying the annex is optional interpretation,
5. note whether the secondary placement primarily serves caution, survivability, or optics.

Minimum note: “Primary record incomplete without annex interpretation.”

Stronger note: “Material contradiction preserved only in secondary layer; headline should not be read alone.”

Disallowed phrases:

• the annex is just context
• tooltip access is equivalent to full disclosure
• if it exists in the notes, it has been adequately surfaced
• the headline remains valid regardless of the annex
