Purpose

Appeals and Annexes exist to preserve what the main line could not admit cleanly.

When a filing cannot be reconciled, fully routed, or safely summarized, Empathegy does not always discard it.

Often it relocates it.

That relocation is not neutral.


Appeals

An appeal occurs when a subject, witness, or adjacent process contests the interpretation, severity, handling, or closure state of a filing.

Appeals may challenge:

  • classification,
  • tone normalization,
  • denial rationale,
  • continuity reading,
  • care sufficiency claim,
  • closure language,
  • inherited authorship,
  • summary compression.

An appeal is not proof that the original handling was wrong. It is proof that the original handling was not uncontested.

Many appeals begin not because the primary handling is wholly false, but because it is adjacent enough to pass and wrong enough to matter. Annexes

An annex is a preservation zone for material judged too unstable, too contradictory, too local, too narrative-heavy, or too politically expensive for headline inclusion.

Annexes often contain:

  • margin notes,
  • witness text,
  • parallel transcripts,
  • unresolved burden indicators,
  • local corrections,
  • discarded wording,
  • ritual context,
  • explanation without power.

The archive treats annex material as secondary in visibility, not in seriousness.

Annexes also accumulate ceremonial provenance. Repeated attachment, citation, and preservation can alter the authority of annex materials over time, especially where the annex is consulted more faithfully than the headline it supplements. Annex Classes

Interpretive Annex

Stores alternate readings of the same interval or case.

Burden Annex

Stores evidence that strain remained after formal resolution or continuity certification.

Narrative Annex

Stores text that carried too much context to survive summary.

Courtesy Annex

Stores notes preserved out of respect, even when they possess little routing power.

Recurrence Annex

Stores patterns that closure language could not fully extinguish.


Common Drift

Annexes drift in two directions.

Drift Toward Oblivion

Material remains technically preserved but practically unread.

Drift Toward Canon

Explanatory paperwork hardens into durable truth and begins to outrank the event it once merely contextualized.

Both conditions are dangerous.

One erases contradiction. The other replaces reality with its interpretive wrapper.


Appeal Outcomes

Original handling is revised.

Attached

Original handling remains, but the appeal becomes part of the file.

Deferred

The contradiction is acknowledged without operational change.

Harmonized

Language is softened until both sides remain technically present.

Frozen

The appeal remains active because resolution would destabilize too many adjacent assumptions.

Required Protections

Where appeals and annexes are used, the following protections apply:

  • annex material must not be cited as absent merely because it is secondary,
  • appeals must remain discoverable in relation to the file they contest,
  • explanatory residue must not silently become the primary evidence layer,
  • summary views must indicate when alternate readings exist,
  • closure must not imply unanimity where only exhaustion was achieved.

Sanctioned Language

Preferred phrases:

  • headline classification contested in annex
  • burden preserved outside primary summary
  • appeal attached; disposition unchanged
  • contradiction retained for archival fidelity
  • explanation preserved without routing elevation
  • closure achieved administratively, not interpretively

Disallowed phrases:

  • the matter is settled because the summary is short
  • annexed means irrelevant
  • no further issue exists because no dashboard displays it
  • appeal withdrawn due to silence

Silence during appeals may indicate fatigue, not agreement.
