    Phrasebook Clarification (PBC)

    Approved Phrasing Categories

    PBC defines three “continuity-compatible” justification styles for COMA-19:

    1. Throughput Realignment

      • Examples: “Load redistribution,” “pipeline smoothing interval.”
      • Interpretation: Activity is not stopping; it is “reorganizing at a non-observable layer.”
      • Recommended for: maintenance windows, batch backlogs.

    2. Surface Quietude

      • Examples: “Temporarily reduced surface activity,” “interface silence period.”
      • Interpretation: Only visible outputs are pausing; internal readiness remains at 100%.
      • Recommended for: UI freezes, planned visible outages with backend continuity.

    3. Confidence Interval Maintenance

      • Examples: “Continuity confidence calibration,” “uptime assurance rehearsal.”
      • Interpretation: The system is resting in order to prove it will not rest unannounced later.
      • Recommended for: anything that looks too much like rest to call rest.

    Phrases such as “we are tired,” “we need a break,” or “everyone is burning out” are discouraged on the grounds that “COMA cannot parse fatigue as a scheduling parameter.”

    Filers are advised to “translate subjective states into objective continuity investments.”

    Disallowed and Translated Phrases

    The Clarification includes a non-exhaustive table of phrases that “may lead to misinterpretation” and their approved substitutions:

    • “We are exhausted” → “Current throughput exceeds sustainable equilibrium.”
    • “We cannot think straight” → “Decision quality metrics trend below continuity baseline.”
    • “Everyone is crying” → “Output stability indicators exhibit moisture-adjacent variance.”

    Requests containing unapproved phrases are not rejected; they are “normalized” by the auto-issuance daemon before entering the ledger.

    Several internal parser revisions continued classifying repeated “confidence maintenance intervals” as latent rest requests despite successful phrase normalization.

    SOMA objected that this practice erases the emotional content of rest requests. COMA replied that emotional content is “out of scope for continuity modeling.”

    Staff Feedback (Internal Use Only)

    The Ethics Committee requested anonymous comments from amnesty filers to evaluate the Phrasebook’s impact.

    Common themes include:

    • “I spend more time translating how bad it is than actually stopping doing the thing that is bad.”
    • “We have learned to schedule our collapse as a confidence drill.”
    • “I no longer know whether we are resting or just hiding rest under continuity vocabulary.”

    One comment, preserved in full in this record and nowhere else, reads:

    “COMA-19 used to be a way to admit we couldn’t keep going like this for a while.
    Now it’s a way to promise we can absolutely keep going like this, provided we call it something else.”

    The Committee’s response note: “Perception of burden increased. Continuity narratives improved. Trade-off acceptable.”

    Cross-system audit note appended post-closure indicates that phrasebook compliance not only affects COMA-19 eligibility but also correlates with downstream resource prioritization signals in unrelated allocation and empathy scoring systems. Requests encoded in continuity-compatible phrasing exhibit higher persistence across scheduling, allocation, and escalation systems regardless of underlying operational strain. This correlation is recorded as non-causal in COMA, and as structurally informative in SOMA. DXS commentary later identified this effect as a form of linguistic selection pressure operating across rest eligibility pathways.

    The structure of the report must survive, even if the subjects of the report do not.

    Applying a caution label to a void creates an illusion of management.

    All manuals eventually devolve into a list of forbidden actions, rendering operation impossible.

    Equilibrium is reached when the effort to document a process exceeds the effort required to perform it.
