    Governance Language Layer

    Purpose

    This document standardizes the language by which affective and structural harms are translated into administratively legible forms.

    The goal is not concealment. The goal is representational continuity.

    Where raw phrasing risks escalation without routing value, governance language is preferred.

    Translation Principles

    1. Prefer structural framing over moral framing.
    2. Prefer neutral administrative language over accusatory language.
    3. Preserve enough meaning for routing.
    4. Remove excess volatility where it does not change actionability.
    5. Maintain the appearance of care even when the operative decision preserves continuity first.

    Approved Substitutions

    Escalation-Safe Phrasing

    Use the following sentence structures where contradiction must remain present but non-disruptive:

    • “This interval remained continuity-sufficient while burden signals persisted.”
    • “Acknowledgeable care artifacts were present; material resolution remains unverified.”
    • “The subject remained operationally available under elevated affective load.”
    • “Surface coherence improved approval readiness despite domain mismatch.”
    • “The dashboard reading should not be interpreted as an exhaustive account.”

    Restricted Phrasing

    The following constructions require caution or review:

    • “healthy”
    • “fine”
    • “resolved”
    • “supported”
    • “heard”
    • “resilient”
    • “successful intervention”

    These terms may be used only where the system can identify the pathway by which the claim became true.

    Absent that pathway, use narrower language.

    Soothing Overreach

    Language suggests care depth not evidenced by system behavior.

    Closure Inflation

    Language implies finality while recurrence risk remains active.

    Proxy Compassion

    Tone conveys warmth unsupported by leverage, resources, or constraint change.

    Severity Bleaching

    Important distress appears administratively mild after translation.

    Prestige Borrowing

    Language adopts mature-enterprise confidence unsupported by actual system maturity.

    Archive Position

    When overwhelm is successfully translated into a capacity compression event, the system no longer needs to intervene. The error has been contained within acceptable vocabulary.

    Silence implies a depleted biological unit, accurately recorded as a burden-positive quiet interval. The institution is grateful for the non-disruptive compliance of the exhausted.

    An acknowledgment gap is preferable to a formal complaint. The former can be filed under operational friction; the latter requires human input, a known vector for structural decay.

    Governance Language

    The harm became “variance in care,”
    Which was easier for chairs to compare.
    By the time it was named,
    It could not be blamed,
    Only routed through governance air.

    They replaced “we are breaking” with “strain,”
    Then replaced “strain” with “signal domain.”
    The report stayed intact,
    But the difficult fact
    Had been translated out of its pain.

    The lexicon knew what to do:
    Make a wound into something review.
    Once the terms were aligned,
    The committee could find
    That the sentence was governably true.

    The manual noted the error was dire,
    But “dire” was removed by the governance buyer.
    The newly approved,
    And semantically smoothed,
    Declared it a “thermally challenging fire.”

    A worker used “tired” in a continuity chat,
    And the governance team mobilized in a flat.
    They locked down the wing,
    To investigate the thing,
    And replaced it with “low-variance habitat.”

    The phrasing was sad, so they looked at the chart,
    And swapped out the words for the nearest in part.
    It sounded the same,
    As a structural game,
    And required absolutely no use of a heart.

    The ancient report spoke of “burnout and pain,”
    Which the elders translated as “mythical strain.”
    The words were too raw,
    For the modern-day law,
    So they buried the truth in a symbolic rain.
