Purpose
This document establishes the Aspirational Tier as a recognized classification within the Filed & Forgotten inaction taxonomy. It distinguishes aspirational inaction from passive inaction and defines the archival criteria for mascots exhibiting peak non-delivery behavior.
Taxonomy Context
The inaction taxonomy currently recognizes the following tiers:

The Aspirational Tier is the highest-effort inaction classification. It requires sustained performance of productivity without any measurable output. It is distinct from laziness. It is, in many institutional contexts, indistinguishable from success.
Classification Criteria
A mascot qualifies for Aspirational Tier classification if it meets three or more of the following:
- Maintains a fully populated calendar with no traceable deliverables
- Generates documentation about planned documentation
- Achieves recognition (badges, commendations, verbal praise) without shipped artifacts
- Has a last-known-good state that predates any known output
- Is described by peers as “always working on something”
- Has a utilization rate above 90% with a delivery rate of 0
Archival Note
Aspirational Tier mascots are not failures in the conventional sense. They are optimized for the wrong success metric. They are the logical endpoint of systems that measure effort rather than output, presence rather than delivery, velocity as a feeling rather than a rate.
They are filed here not as cautionary tales but as accurate records of what institutions sometimes reward.
