Purpose

Institutional Explanation Layer Stabilization governs how the archive produces a primary account when multiple offices preserve incompatible but procedurally valid readings of the same event. Its function is not adjudication. Its function is continuity-safe consolidation.

Foundational Rule

Where contradictions cannot be operationally resolved without destabilizing dashboards, governance surfaces, or reporting confidence, they may be restated as layered contributions to a single administratively acceptable condition. Contradiction is not denied. It is reassigned to depth.
