Witness Protocol
Purpose
The Witness Protocol governs what it means for Empathegy to have seen something.
Witnessing is the lowest durable form of institutional attention. It does not require remedy. It does require preservation boundaries.
This document exists because systems repeatedly confuse witness with support, and support with change.
Foundational Rule
A witness event occurs when a burden, contradiction, care condition, or silent interval is formally observed and converted into admissible institutional presence.
A witness event may produce:
- a note,
- a countersign,
- an interval annotation,
- a narrative fragment,
- a contradiction marker,
- a lodge record,
- a mascot-mediated residue artifact.
None of these imply mitigation.
Witness Functions
1. Observation
The witness confirms that a condition was present enough to be named.
2. Preservation
The witness prevents immediate disappearance through silence, compression, or lexical smoothing.
3. Boundary Marking
The witness records what the system noticed and what it did not do.
4. Contradiction Retention
The witness preserves incompatible readings without forcing resolution.
5. Dignified Non-Resolution
The witness can make a non-remedial system less annihilating without pretending it became good.
Witness Classes
Primary Witness
First official observer of a burden, request, or contradiction.
Human Witness
A person with local context who can describe what the dashboard cannot.
Interval Witness
A witness attached to a quiet period requiring paired interpretation.
Contradiction Witness
A witness whose function is to keep incompatible readings co-valid.
Courtesy Witness
A formal presence added so that refusal, deferral, or non-resolution does not appear totally indifferent.
Mascot Witness
A symbolic figure or failure-signature entity preserving what direct language has become too unstable, embarrassing, or bureaucratically expensive to hold.
Archive Witness
A record whose principal function is not action but future legibility.
Authority Limits
Witnesses may:
- confirm presence,
- preserve phrasing,
- attach interpretation,
- maintain contradiction,
- request escalation.
Witnesses may not, by witness status alone:
- declare resolution,
- certify relief,
- substitute for accommodation,
- erase prior disagreement,
- convert continuity into care,
- convert care into effectiveness.
If witness language implies any of these, annotation is required.
Witness Outcome Classes
Witnessed Only
The condition was seen and retained. No operational change confirmed.
Witnessed with Annotation
The condition was preserved along with interpretive limits or contradictions.
Witnessed with Escalation Attempt
A route toward action was requested but not guaranteed.
Witnessed under Courtesy
The system acknowledged the matter while preserving an intended non-response.
Witnessed then Compressed
The witness record exists, but downstream systems softened or thinned its effect.
Witnessed then Theatricalized
The witness artifact was later cited as evidence of care depth or resolution beyond what it ever claimed.
Preservation Requirements
Every witness record should preserve, where possible:
- what was observed,
- who or what observed it,
- what the witness cannot conclude,
- whether contradiction remains,
- whether any action followed,
- whether subsequent reporting compressed the event.
Minimum boundary sentence: “This witness confirms presence and preservation, not remediation.”
Witness Integrity Risks
Witness Drift
Later systems cite the witness as stronger evidence than it provided.
Witness Inflation
Multiple witness marks accumulate until completion is inferred from density alone.
Witness Bleed
A continuity witness is reused as care evidence, or a care witness as mitigation proof.
Witness Fatigue
Repeated witnessing without leverage causes participants to disengage from being witnessed at all.
Courtesy Overuse
Systems add dignified observation where support should have occurred.
Mascot Capture
Symbolic channels become more coherent than operational ones, drawing burden away from accountable systems.
Contradiction Handling
When witnesses preserve conflicting readings:
- both readings remain,
- neither is downgraded solely for compatibility,
- the contradiction must be named explicitly,
- no summary layer may convert coexistence into consensus.
Approved phrases:
- dual witness retained
- contradiction witnessed and preserved
- accounts remain co-valid
- interpretive divergence unresolved
- witness record does not reconcile directives
Disallowed phrases:
- both sides were heard, therefore the matter is balanced
- preserved contradiction confirms healthy process
- witness symmetry implies outcome fairness
Relation to Silence
Silent intervals with non-trivial interpretive burden should receive one or more witness forms.
A witness may preserve:
- that the interval felt unsustainable,
- that complaint conditions were absent,
- that continuity and burden readings diverged,
- that the record remains insufficiently merged by design.
If no witness survives, silence is vulnerable to continuity capture.
Relation to Care
Witnessing may be part of care. It is not the whole of care.
A witnessed burden becomes a care event only when additional supportive action, accommodation, or relief pathway follows.
Systems must not count witness presence alone as:
- support depth,
- successful mitigation,
- completed care,
- improved wellbeing.
If they do, the result is witness substitution.
Mascot Witness Guidance
Mascot witnesses are permitted when:
- direct language has become over-softened,
- institutional actors are too embarrassed to write plainly,
- contradiction needs symbolic containment,
- a failure signature preserves nuance better than dashboard vocabulary.
Mascot witnesses are not jokes. They are symbolic admissibility surfaces.
Where used, they must still preserve:
- burden class,
- interpretive limit,
- non-remedial status.
Escalation Triggers
Escalate witness handling to operational review when:
- the same issue is witnessed three or more times with no leverage gain,
- witness notes become the only surviving evidence,
- courtesy witnesses outnumber accommodations,
- contradiction witnesses persist across multiple cycles unchanged,
- mascot witnesses are cited more often than responsible offices.
At that point, witness has become substitute infrastructure.
Archive Position
A witness is what remains when the institution can still say “we saw it” but cannot yet say “we changed it.”
Empathegy permits this. It does not allow the two claims to collapse into each other.
