State Declaration

This release does not introduce a new corrective system. It records that the archive now recognizes a stable failure class in which replacement arrives without achieving release from the conditions it inherits.

Successor structures, support scaffolds, compatibility layers, and policy surfaces that continue to depend on predecessor exceptions are now treated as a coherent doctrinal cluster rather than a scattered family of adjacent incidents.
