    No charter has been recovered.

    Membership appears to be conferred by habit:

    • if your office’s waivers are frequently cited as precedent,
    • if you accept others’ waivers sight unseen,
    • if audits treat Lodge member as self-explanatory,

    you are considered to be inside.

    Operating Pattern

    LME does not issue waivers directly.

    Instead, it:

    • treats existing exceptions as transferable,
    • treats inherited practices as implied exemptions,
    • treats historic arrangements as evidence of design.

    Typical interactions:

    • Office A cites a ten-year-old dispensation to justify skipping a step.
    • Office B, lacking its own dispensation, cites Office A’s history.
    • The Lodge recognizes this as mutualism: if it worked for them, it must work for you.

    No one updates the original waiver.

    Entanglement with COMA-19

    Form COMA-19 Idle-Time Amnesty was supposed to be a limited mercy.

    Within the Lodge, it became:

    • a generalized gap laundering instrument,
    • proof that blanks could be sanctified with the right phrase,
    • a template for newer, narrower waivers that assumed its logic.

    LLG-0019-COMA records multiple instances where entire afternoons vanished under legacy LME cover, with only Lodge annotations to explain the missing work.

    Forms like 40-C consent cascades and DS-404-ALPHA merge approvals often feed into LME:

    • stalled approvals may be nudged past deadlock by invoking prior exceptions elsewhere,
    • incomplete consent chains may be wrapped in Lodge language: recognized by custom.

    This does not change who signed what.

    It changes how missing signatures are perceived.
