How to Read Directive Tags

SOMA-tagged incidents describe what the system is willing to feel. COMA-tagged incidents describe what the system is willing to admit stopped. C.U.N.T.I.E.R.-tagged incidents describe what the system is willing to call improvement.

Where multiple tags appear, assume the case file has at least three mutually incompatible truths.
